Port Authority is considering long-term infrastructure alongside Shore Power to support the growth of cruising in Sydney with the proposed construction of a three-level car park at White Bay. The new car park at White Bay, one of Australia’s busiest cruise terminals, would provide additional parking spaces. It would be constructed on the existing parking area and designed with sustainability in mind.

These additional parking spaces would make it easier for cruise customers to access the cruise terminal and offer short and long-term parking options for cruise customers, event attendees, other current and future port land uses and the general public. 

The new car park would provide: 

  • Approximately 500 car parking spaces over three levels 
  • Consideration of sustainability features including solar power and electric vehicle charging spaces. 

Please note that the NSW Government is separately reviewing the Bays Precinct. These timeframes and designs may change following a decision on that process. We will keep the community informed when we have more information.

Location

The car park would be located on the footprint of the existing car park next to the White Bay Cruise Terminal at James Craig Rd, Rozelle. The height of the car park would be lower than the cliff line and gantry structures.

    The feedback received through the online survey will be reviewed by Port Authority staff and used to refine the design of the car park. The project team will consider all feedback received and the draft car park design may be varied as necessary before it is placed on public exhibition.

  • Further consultation is planned on the project. Community feedback will be invited on the initial   designs. We’re organising public drop-in sessions so people can learn more, ask questions, and share their thoughts in person.

    Following community feedback the preferred design will be selected and a Review of Environmental Factors (REF) report will be prepared and placed on public exhibition. The REF is a technical report assessing the environmental impacts of the proposed car park, based on the preferred car park design.

    You will have the opportunity to provide a submission during the REF public exhibition period. The submissions will be taken into account in the assessment of the REF prior to any determination outcomes.

  • The car park is designed to work alongside existing and future public and private transport options, including the Bays Metro station. The cruise terminal currently has limited public transport access, and the long term parking option would provide a practical and accessible solution for some passengers and users of the White Bay precinct.

  • The car park is intended to help reduce traffic around the cruise terminal. Dropping off and picking up passengers and visitors can lead to up to four separate car trips. If passengers park at the terminal instead, it’s just two trips, one to arrive and one to leave. This change is expected to ease congestion on nearby roads.   

    A Traffic Impact Assessment will be conducted as part of the Review of Environmental Factors (REF), which will be publicly exhibited for community feedback. 

  • The proposed car park will be assessed under Part 5, Division 5.1. of the Environmental Planning and Assessment Act 1979 (NSW) (“Act”). 

    This is done through a Review of Environmental Factors (REF), which will be prepared in accordance with the Act, the Environmental Planning and Assessment Regulation 2021 (NSW) (“Regulation”) and the Guidelines for Division 5.1 Assessments.  
     

  • The project team will review all the feedback we heard from the community during the consultation period.  All feedback is important and factors in the decision-making process for Port Authority.  

    Other factors that will need to be considered during this planning stage includes cost and economic impact, environmental impact, expert or technical advice, social factors, policies, governance and legislation.
